primarily because, for legal reasons, your medical history at a doctor is the property of the doctor, not you. Makes it harder to sue.
actually, it's their property due to the fact they create them - comes under 'products of professional effort' ... with copyright thrown in for good fun measure. has the consequence that medicos rarely offer them up without a court order/warrant. medical records are also protected because of the implications to patients if they weren't. kind of a quasi-medio privilege thing.
however, that would not prevent the government from creating a system where medical data/information was required to be stored on the patient's medicare card.
though imagine the fun we could have with them ... stealing/loosing a wallet would open up while new avenues for privacy issues, and new dimensions to identity theft. and data tampering.
