Our current FedGov heavies resist such a thing - under the cover of the excuse that it leads to extra 'unnecessary' litigation ...
*sigh*
I've been involved in drafting human rights codes/legislation in the NT and SA at various times over the past decade.
Some of the concerns that have to be addressed to appease various interest groups are, well, curious - and very illuminating.
