Being able to distinguish between a genuine Sikh and an imposter would seem to me the more relevant security/identity issue.
[Sikh turbans are not mere 'hats' ... certainly not to a Sikh male.]
Most Sikhs I know would consider such a demand as another example of ignorance. There's already far too much of that around the place to begin with without enforcing it.
The French laws are supposed to "make everyone equal" ... by requiring some people to be afforded less respect than others. So much for Liberté, Égalité, Fraternité ...

Then again, they are also required to carry their khirpan (a small ceremonial dagger) at all times, and few do (since it generally falls afoul of most knife laws).

the french obviously argue equality, but they really mean equivalence. everyone has to be dragged to the same equivalent public situation. as i see it, in their effort to prevent some groups from claiming 'special treatment', they're ensuring no one gets it. (in both senses of 'gets it').
